Starting a series of five publications by the Interdisciplinary Observatory on Climate Change (OIMC) on climate adaptation and just transition in Latin America, OIMC Notebooks N. 25 is our first volume published entirely in Spanish. Entitled Las relaciones Sur-Sur y la COP 30: Adaptación climática y transición justa en Chile (South-South Relations and COP 30: Climate Adaptation and a Just Transition in Chile), this issue is penned by four researchers from the Faculty of Government at the University of Chile (UC): Antoine Maillet, Cecilia Osorio, Maria Gabriela Márquez and Lizbeth Araya.

This article examines the evolution of the regulations, plans and strategies that Chile has developed in the field of climate change, within the framework of its international environmental commitments. To this end, it analyses the actors involved in this process, taking into account their position within the state structure, as well as the various instruments and plans developed to implement climate change adaptation measures. This provides an overview of the regulatory and institutional development of climate action in Chile. Furthermore, measures aimed at promoting a just socio-ecological transition are analysed, using the municipality of Huasco and the implementation of the PRAS-Huasco (Environmental and Social Recovery Programme) as a case study. This allows us to observe how, despite the progress made in the regulatory and environmental policy spheres, challenges remain in the effective implementation of these measures at the local level.
